The Housing and Urban Development Agency (HUD) and the US Department of Agriculture (USDA) are involved with multi-family apartment complex financing. HUD is responsible for larger properties, primarily in urban areas and the USDA is responsible for smaller, rural properties. Fannie Mae and Freddie Mac are government-sponsored enterprises (GSEs) regulated by the Federal Housing Finance Agency.
